Developmental Disability / Mental Retardation Services

Stearns County Human Services provides case management (care coordination) for children and adults with mental retardation or related conditions (commonly known together as “developmental disabilities”). The case manager assists persons with developmental disabilities to gain access to needed supports and services.

To qualify for county case management services, persons need to meet specific criteria in order to be eligible.

A summary of the criteria is listed below:

A diagnosis of mental retardation:
Includes an IQ of 70 or less and demonstrated deficits in adaptive behavior that manifests before a person’s 22nd birthday

A diagnosis of a related condition:
Has a severe, chronic disability related to cerebral palsy, epilepsy, autism, etc., found to be closely related to mental retardation because the condition results in impairment of general intellectual functioning or adaptive behavior similar to that of persons with mental retardation that manifests before age 22 and results in substantial functional limitations

Some persons with developmental disabilities may be eligible for a program known as the Developmental Disabilities (DD) waiver. This program is targeted to persons who require a level of care in the community comparable with institutional placement, are certified disabled, and are eligible for Medical Assistance.
