Drivers Licenses and IDs

Drivers Instruction Permit

available at license center (County Campus) only

You must submit a valid test score sheet or current permit. If you are replacing a lost or stolen permit, you must present Proof of Identity. A vision test will be taken. Applicants under 18 years of age must have the application notarized by a parent or guardian.

Fee: $12.00

Please note that this office does NOT offer written or behind the wheel testing.

Drivers License Duplicate

available at both license center locations (County Campus and Service Center)

Proof of Identity must be submitted when there is a change of any kind. Applicants under 18 years of age must have the application signed by a parent or guardian.

Fee: $13.50

Drivers License Renewal

available at license center (County Campus) only

You must submit your current driver’s license. A vision test and photo will be taken. Applicants under 18 years of age must have their application signed by their parent or guardian. We can not transfer an out of state driver’s license to Minnesota. You must go to the state office and take a written test and provide proof of citizenship such as a certified birth certificate or passport.

Drivers License Written and Behind-the-Wheel Tests

Stearns County does NOT offer these services. These services are available at the State of Minnesota office located at 3333 West Division Street, Suite 114, St. Cloud. Phone 320-255-3044

Minnesota State Identification Cards

available at license center (County Campus) only

As of November 9, 2010 Stearns County no longer accepts initial Minnesota ID card applications. Please contact the state drivers license exam station at 320-255-3044.

A voter registration form is incorporated into the state driver's license, instruction permit, and ID card applications. Forms are available at the license centers or from the Auditor's Office.

Motor Vehicle Registration Renewal

The applicant submits the renewal notice. If unable to submit notice, providing the license plate number, title, or previous registration along with ID such as a driver's license or a State-issued ID card is acceptable.

Fees will vary according to the classification and age of the vehicle.

Out-of-State Motor Vehicle Registration

Out-of-state title or current registration, if the title is unavailable, is required to be submitted at time of application. The applicant must also provide the current odometer reading and their driver’s license number. The applicant is also required to show proof of identity, such as a driver's license or a State-issued ID card. If there is a lien against the vehicle, the owner must provide the name and address of the lender and the date of the loan. The owner’s signature is required on the Minnesota title application.

Motor Vehicle Transfer of Minnesota Title

The buyer must present the completed title certificate, along with proof of identity, such as a driver's license or a State-issued ID card. The seller’s portion of the title, including signature, date of sale, odometer statement, and damage disclosure statements, must be completed by the seller.

Manufactured (Mobile) Home Title Transfers

All title transfers of manufactured (mobile) homes must be accompanied by a statement from the county in which the manufactured home is located verifying that all taxes have been paid and that there are no delinquent taxes due. The paperwork to transfer a certificate of title will not be accepted by the State Department of Public Safety without the tax statement from the county in which the manufactured home is currently located.

All transfers of manufactured (mobile) homes that are in or will be in Stearns County, require a visit to the Stearns County Assessor’s Office in Room 37 of the Administration Center at 705 Courthouse Square, St. Cloud. The Assessor’s Office will give you the necessary tax documents that are required to accompany your certificate of title in order to transfer ownership of the manufactured home at one of the License Centers.
