Lake Improvement Districts (LID)

Randy R. Schreifels,
Stearns County Auditor-Treasurer

What is a Lake Improvement District?

A lake improvement district is a local unit of government with taxing authority.

It is established by resolution of appropriate county boards and/or city governing bodies, or by the Commissioner of Natural Resources. In the resolution, the county board delegates specific authorities to the LID.

Each LID may be granted different levels of authority depending upon existing problems and proposed activities.

Why is a Lake Improvement District Formed?

The goal of a Lake Improvement District (LID) is to preserve and protect the lakes of the state and to increase and enhance the use and enjoyment of the lakes in Minnesota.

Goals of a Lake Improvement District

What Are the Requirements for a LID?

A LID is established in accordance with Minnesota Statutes, section 103B.501-103B.581.

Minimum guidelines and requirements for the formation of LIDs are found in Minnesota Rules Part 6115.0900-6115.0980. These rules provide specific guidance on the content and issues to be addressed by the petition or county board resolution, and the details of the DNR advisory report.
